2026 Deadline Reached: EU Endocrine Disruptor Classification Rules Now Take Effect

In 2026, the European Union reaches a key regulatory milestone: companies must now comply with the updated Classification, Labelling and Packaging (CLP) Regulation, which formally recognizes endocrine disruption as a chemical hazard class.

Although introduced through Commission Delegated Regulation (EU) 2023/707, the practical impact becomes concrete this year. From 1 May 2026, mixtures — including many cosmetics and fragranced products — must comply with the new classification requirements. By 1 November 2026, existing substances on the EU market must also meet the updated criteria.

The reform introduces two dedicated hazard categories:

  • ED HH – Endocrine Disruptor, Human Health
  • ED ENV – Endocrine Disruptor, Environment

This means that substances identified as endocrine disruptors must now be officially classified and labelled accordingly across the EU market.

While classification does not automatically trigger a ban, it strengthens hazard communication and may accelerate future regulatory restrictions under REACH and the Cosmetics Regulation.

For the fragrance industry — where complex chemical mixtures are common — the 2026 compliance deadline marks a significant regulatory shift. Increased transparency and scrutiny of ingredients potentially linked to hormonal interference are now embedded in EU chemical law.
